Summary
The Mississippi Health Advocacy Program is conducting a feasibility study to assess the potential for implementing the Nurse Family Partnership Program statewide in Mississippi. The Nurse Family Partnership is a national, evidence-based, nurse home visiting program that improves the health, well-being, and self-sufficiency of low-income, first-time parents and their children. The program has been implemented in 28 states to date.
The Mississippi Health Advocacy Program will assess the viability for implementation of the Nurse Family Partnership Program in Mississippi. Assessment and implementation of the program will involve coalition building, developing grassroots networks, media campaigns, extensive community education and mobilization, engaging stake holders, and policy development and advocacy.
Under this request for proposals, the Mississippi Health Advocacy Program is inviting the participation of community-based organizations that currently work with underserved populations who directly and indirectly have a stake in the issue of healthy mothers and improved birth outcomes. Interested applicants will engage in community education and coalition building to gauge interest in and community capacity for the Nurse Family Partnership Program. The initiative will be conducted through a variety of research methods including, but not limited to, surveys, interviews, listening sessions, and focus groups.
Recipients of sub-grants will be responsible for securing participants for focus groups and listening sessions from the populations they serve. Through these groups and sessions, grantees should be able to obtain feedback on how the participants feel about the Nurse Family Partnership Program and to collect other information for review. Grantees are required to conduct at least three focus groups that are comprised of specific populations: one of only providers, another of only business people, and a third of only consumer-based groups. Grantees will also be responsible for hosting a town-hall style community forum and gathering information and public attitudes from laypeople in the targeted areas.
Applicants may request up to $10,000 for the proposed project. Funding is contingent upon the number of proposals received.
Program Impact
The purpose of the Nurse Family Partnership Program is to help women improve their prenatal health and the outcomes of their pregnancies. The Program also assists in providing improved care to the infant/toddler, helping women achieve educational success, and increasing the parents’ participation in the workforce. Eligibility
Funding is limited to community-based organizations and coalitions with documented non-profit [501(c) (3)] status that are located in the state of Mississippi. Applicant organizations must have experience working with partners on a statewide basis, as well as a history of engaging and collaborating with other consumer groups.
Administrative Requirements
For those organizations selected, funds will be granted via the Mississippi Health Advocacy Program.
How to Apply
Sub-grant proposals will be accepted on February 6, 2009. Funding awards will be made on a first-come, first-served basis. Proposals may be mailed to the attention of Grace Butler at the Mississippi Health Advocacy Program office at 800 North President Street, Jackson, MS 39202. The applicant organization’s Board Chairman, CEO, or Executive Director must sign the proposal.

3. Narrative (no more than 5 pages) that includes:
• Brief statement of problem to be addressed
• Goals and objectives
• Target population
• Project activities
4. Budget
